Description
Given a HostedCluster that is annotated with 'cleanup-cloud-resources' that fails to completely rollout because of some issue in the control plane operator where the HCCO never gets deployed. If the cluster is deleted, the deletion hangs forever because the CPO waits for the HCCO to complete guest cluster resource cleanup.
Expected: the cluster proceeds with deletion.
