Publish Upstream Commit SHA's for the relevant repos to ACM's pipeline

Goal

For each commit in the upstream openshift/hypershift and the associated repositories, commit the appropriate commit SHA's to ACM's pipeline repo, guaranteeing a functional set of commits, to build the downstream images that ship with Multi-cluster Engine

ACTIONS

1. Gurney to supply an example of the publish and the repo
2. Any logistics and build actions should be put in place in openshift/hypershift as well as stolostron/backplane??
3. (Needs a Jira) Once in place notify rokejungrh so he can implement the generation of the image stream configMap that is published
4. (Needs a Jira) Implement delivery of the image map via Fleet Manager or App Interface to the Service Clusters.
