Signal when new instance hits ignition payload

      Instances not becoming Nodes it's usually a debugging pain point.

      This can happen because of multiple reasons difficult to captured, e.g. systemd services running in the OS fail because e.g. transient networking issues.

      To mitigate this we should signal when an instance hits the ign server payload.

      For starters we can trigger an kubernetes event.

      A prometheus metric would be probably useful too.
