When we try to install a hosted cluster using rosa cli, if there are any issues (such as aws quota or insufficient memory) that prevent provisioning, the cluster remains in the "installing" state. CS requires an indication that the hypershift operator has stopped attempting to provision, and the cluster can be moved to the error state along with the error conditions so that the user can see it.
