We want to validate input for NodePool release image similar to what we do for HC

https://github.com/openshift/hypershift/blob/main/hypershift-operator/controllers/hostedcluster/hostedcluster_controller.go#L3182

Additionally we'll want to validate the version does not go beyond the HC one.

We should also add a mean to skip validation at all for e.g. test/dev purposes.
