We currently set the number of ingress controller replicas in the guest cluster by default. If left nil, the ingress controller should do the right thing and pick the number of replicas based on infrastructure topology (1=SingleReplica, 2=HA). 

We should stop reconciling the number of replicas and honor whatever the end user wants to overwrite it with.
