Description
Summary
Today, the HyperShift Operator partially reconciles a hosted cluster and delegates HCP component reconciliation to another component called the Control-plane operator. This can introduce a dependency issue as it won't be entirely clear which parts of the HyperShift controller depend on the CPO controller.
Goal
Hosted control-planes reconciliaion is moved over to the CPO entirely
