Move ign server down to CPO

Context:

Splitting reconciliation of components between HC and CPO has been proven to be impractical because of:

• Images changes triggering unnecessary rollouts in the control plane components.
• Changes to HC breaking old cpo releases. E.g new flags introduced for a component versioned with the CPO (e.g ing-server) could be unknown and break older versions of the component.

We can avoid this by unifying both the targeted image version with its instantiation.
