We need to be able to pass SHA256 references for the CAPI-* + aws-encryption-provider, to the hypershift-operator.

As discussed with CesarW, ENV variables on the hypershift-operator is an option.

MCE's deployment of the Addon controller chart will have access to the downstream image URL's with sha256's values.  These can be passed in when standing up the hypershift-operator deployment.
