When the hypershift operator runs on an OpenShift management cluster that has a Proxy configuration, the deployments that the operator creates for a control plane namespace should honor the proxy configuration. This means that HTTP_PROXY, HTTPS_PROXY and NO_PROXY environment variables need to be configured. This only needs to be done on components that need external access.
