Let hypershift operator install to create a specific role for the hostedCluster/NodePool admin persona.
Options:

• include cluster-fleet-admin in the created namespace.
• Create a ClusterRole and it would be up to the user of hypershift (e.g. SD) to bind that role to whatever subject and namespace we choose to host and manage the fleet

This would be a sustainable way to make sure permissions are kept up to date with the requirements of hypershift create cluster.
