As an operator of Hypershift I want Hypershift to create as little load as possible on my hosting Openshift cluster.

AC:

• E2E tests collect metrics for how many mutating api calls the controlplane operator does
• A sensible threshold for those api calls is defined and verified during e2e tests
• The controlplane operator does no no-op Update requests (==Update requests where object on the server doesn't change)
