Introduce an API field/annotation that indicates to HyperShift controllers that the VPC endpoint will be created manually for a given HostedCluster. This should prevent the vpc endpoint service from getting recycled in the absence of a vpc endpoint connection. The HostedCluster would also need to expose in its status the vpc endpoint service arn so that if customer is creating the vpc endpoint manually, they have the arn that it needs to be connected to.
