Context:

Currently all external images references e.g capi, autoscaler are coming from arbitrary registries and pointing to arbitrary tags.

DoD:

Every external images are capi/capa/autoscaler are built through our internal CI pipeline.

Every Hypershift operator image reference points to a specific tag. So any image tag is tied to a particular Hypershift release.
