We want to align with this proposal https://github.com/openshift/enhancements/pull/706 and allowing an administrator of to have the ability to apply user defined tags to all resources created in AWS.

• Hosted cluster CR has a way to have user defined tags and to propagate into infra cr.
• Ensure machines have these additional tags applied when we create them from mgmt cluster.
• It should be possible to define tags on Nodepools as well. Nodes should get the tags from both the HostedCluster and the Nodepool
