The current HyperShift CLI uses the AWS Go API directly to create and destroy infrastructure, but this approach has reached its limits in our ability to manage complexity (especially now that we need DNS record and IAM management).

This epic is to track the work to convert all the CLI infrastructure management code to use AWS CloudFormations so that we can switch to a declarative model and offload the actual infra reconciliation logic to AWS itself.
