User Story:

As an SRE, I want all hypershift operator metrics to contain the _id label to facilitate queries containing HCP and HC metrics. This is already the case for a few metrics such as hypershift_cluster_silence_alerts and hypershift_cluster_limited_support_enabled. 

Acceptance Criteria:

• All hypershift operator metrics contain the _id label, which is set to the cluster's external id value
