Currently hostedclusters are getting labeled with "api.openshift.com/limited-support" when corresponding ROSA HCP clusters are put into limited support, however the HyperShift Operator expects  "hypershift.openshift.io/limited-support" https://github.com/openshift/hypershift/blob/a79960be4c15c31062a43f1d1b7536685097bd5b/api/v1beta1/hostedcluster_types.go#L137

• When a ROSA HCP gets put into limited support, it labels the hostedcluster with "hypershift.openshift.io/limited-support"The HyperShift Operator should act upon the "api.openshift.com/limited-support" label key instead
