User Story:

As a HyperShift developer, I want the e2e-aws and agent test suite to utilize HCP CLI commands, over HyperShift CLI commands where it's possible, so that these commands are exercised on a regular basis to catch any errors prior to the HCP CLI being released to customers.

• If a particular flag or command is not available in HCP CLI, we will still use the previous HyperShift CLI command.
