OCP particular operators want to request quick ephemeral Hypershift clusters for testing purposes.

As Hypershift owners we want to experience use and behaviour when clusters are created at at more realistic scale so we can identify limitations when arbitrary multiple clusters are created.

To this end we want to enable cluster-bot to request hypershift clusters.

We'll need to:

Host a permanent management cluster in an AWS account.

Develop cluster-bot integration to create guest clusters in a different account where compute nodes and guest clusters infra are enforced to go away eventually, e.g openshift dev account.
