Content templates have replaced patch sets and the APIs that patch sets used were removed, so we should remove the frontend code in patch (logic, tests, styles, etc.) associated with it too. Patch sets are hidden in the patch UI now so it shouldn't affect functionality.

• All patch set related code is removed
• App still functions as before
