[Azure]10.0.z HA image does not set the releasever variable for yum/dnf

      The 9.6.z batch 3 rhel-ha-azure image has no version lock /etc/yum/vars/releasever, which causes the RHUI repo metadata download fail.

      [root@wala96habatch309110755-vm1 ~]# rpm -qa|grep rhui
rhui-azure-rhel9-ha-2.3-617.noarch
[root@wala96habatch309110755-vm1 ~]# dnf install bind-utils
