There's a known issue that causes crashes in some versions of nm-cloud-setup (see linked issue). This doesn't always happen, which means that after a retry or two in our CI, the test passes. It also doesn't come up frequently because we only test images when some part of the image changes.

it's still a bit annoying though. If the issue is known, part of the package itself, and there is no workaround, we should disable the service in all affected image versions.
