api/ui - remove migration features for unified EPEL

      As part of the transition to unified EPEL these features were added temporarily and should be removed once the migration is complete:

      • Feature flag to enable community repos
      • Feature flag to allow custom EPEL repo creation
      • Warnings in the UI for the removal popular repos and the end of snapshotting for custom EPEL repos
