iommu.strict=0 is not required on ARM RHEL-9 and RHEL-10 and should be removed from /proc/cmdline because it is not set in current kernel build.
But CONFIG_IOMMU_DEFAULT_DMA_STRICT is set to 'y' in RHEL-8, so 'iommu.strict=0' is still required in RHEL-8.
