pkg/cloud/gcp: sync the implementation with osbuild-composer

      Merge the GCP upload implementation from osbuild-composer `main` [0]. The result is a superset of the code that was in osbuild/images and the one in osbuild-composer. Also, use the dot-notation for distro name, since we now use it everywhere.
