Add RHEL 9.6 option to the UI and API config.

Test Instructions

1. Login to consoledot
2. Use the Create Image wizard to build an image

Expected Results

1. 9.6 is in the list
2. The image builds and installs successfully

Motivation / Justification

A customer needs to build a 9.6 image via the UI before on-prem environment is ready.
