Currently package search ("custom repo", "packages" steps) is broken when repeatable build is enabled.

Incorrect behavior: 

• Context: A repo has 1 snapshot and a single RPM on June 4th, on June 5th it was updated and a snapshot was made so now it has 8 RPMs.
• When creating an image with repeatable build enabled, and a June 3rd date picked.
  We see that the repo has 8 packages in the custom repo step.
  And in the package step we can search and pick RPMs that don't exist in the repo's snapshot for that date.
