We have users that want to build images for these platforms, but composer doesn't support them yet for Fedora.

Goal:

• Add support for building ppc64le and s390x qcow2 images to the Fedora distribution in osbuild-composer.

Acceptance Criteria:

• osbuild-composer is able to start at these architectures and build qcow2 images.
• Since getting CI is currently challenging, it should be fine to deliver MVP with just manual testing.

Open questions:

• We don't have a good btrfs support yet, is it fine if we just build ext4-based images?
• We don't have a good way of testing these images currently. Would it be something that Testing Farm can help us with?
