Goal:

• Figure out how to ship image-builder-cli in Fedora.
• Alter the koji-osbuild plugin to support image-builder-cli (running locally on a builder).
• Alter pungi to be able to submit such tasks.
• Get image-builder-cli installed on Fedora Koji builders.
• Alter Fedora pungi configuration to use image-builder-cli instead of the current method.
• Tore down the current Fedora Koji tenant on api.openshift.com

Acceptance Criteria:

• Image-builder-cli is used in Fedora to build Fedora IoT and Fedora ARM minimal.
• The Fedora Koji tenant on api.openshift.com is no longer running.

Potential risks:

• We should get a buy-in from Fedora infra folks.
