Goal: 

• Extract the mock_rbac feature into a new repository.

Acceptance Criteria:

• The binary can be installed into the GO_OUTPUT directory that use content-sources-backend repository.
• It can be used directly into the content-sources-repository, letting to start with the service for local development and debugging from vscode (current behavior, but importing from the external repo).
