Goal: 

• Ensure that CRC workers have the python-license-expression package installed. The intention is that the generated SBOMs use licenses from RPMs that are a valid SPDX expression as they are, without wrapping them as ExtractedLicenseInfo.

Acceptance Criteria:

• Verify that SBOMs generated for built images don't have all licenses wrapped as ExtractedLicenseInfo if the license text is a valid SPDX expression.
