There are a number of errors related to deleting snapshots in stage

error deleting rpm repository versions: 400 Bad Request: [\"The repository version cannot be deleted because it (or its publications) are currently being used to distribute content. Please update the necessary distributions first.\"]

It happens very frequently, could be related to test automation or automated snapshot cleanup. It started a month ago it so may or may not be related to the refresh.

We should investigate the cause. May need to add logging to help identify it.

We also do not need to cleanup snapshots every time we run process-repos. We should probably separate these tasks.
