on the "Use template" modal, the curl command is missing the client certs for authentication:
curl -o /etc/yum.repos.d/template.repo https://cert.console.redhat.com/api/content-sources/v1/templates/20d7a7d9-71cc-4495-8294-484c8ecd9552/config.repo
This should be:
curl --cert /etc/pki/consumer/cert.pem --key /etc/pki/consumer/key.pem -o /etc/yum.repos.d/template.repo https://cert.console.redhat.com/api/content-sources/v1/templates/20d7a7d9-71cc-4495-8294-484c8ecd9552/config.repo
