Goal: 

• The user should be able to create a template with the unified EPEL repositories

Acceptance Criteria:

• User can create a template that includes a popular (EPEL) repo
• The distributions for the template should be under the popular repo pulp domain
• Snapshot cleanup (or tasks that delete snapshots) should correctly remove popular repos from templates
• The unified EPEL repos should appear for selection in the template creation wizard

Open Questions:

• The template wizard says "Custom Repositories", should it be changed to "Repositories"?
