Goal: 

• The user should be able to create a template with the unified EPEL repositories

Acceptance Criteria:

• User can create a template that includes a community (EPEL) repo
• The distributions for the template should be under the commuity repo pulp domain
• Snapshot cleanup (or tasks that delete snapshots) should correctly remove community repos from templates
• The unified EPEL repos should appear for selection in the template creation wizard
• Rename "Custom Repositories" to "Other Repositories" in the template wizard
• Update_latest_snapshot should work
