• MissingPod alert for provisioning is really flaky, we need to make it reliable.

SRE dumped the criticallity of the alert recently https://gitlab.cee.redhat.com/service/app-interface/-/merge_requests/132329

Acceptance Criteria:

• Verify MissingPod alert doesn't go off so frequently
• Bump the priority back to critical in prod
