Goal: 

• Start a CLI convertor that accepts input format and outputs new blueprint
• Convertor will be hosted in the schema repository
• It has Golang bindings for direct usage from Go projects

Acceptance Criteria:

• Verify we can convert TOML to new blueprint
• Verify we can convert CRC-blueprint to new blueprint
• Verify new blueprint to TOML
• Allows for Golang bindings to run from Go directly
