add support for specifying repositories by uuid (upload repo support)

      Goal:
      Be able to build images with repositories with upload repos added and while using the "Use Latest" snapshot option.

      Acceptance Criteria:

      • Either add support for specifying only the repo's UUID or accept the `latest_snapshot_url`in the baseurl field and then correctly translate it to a MTLS Turnpike URL.
