Stop introspecting repositories after some number of failed attempts

      Goal: 
      Be able to determine how many times a repo has failed introspection and to stop introspection after, say, 20 times.

      Count and status needs to be accessible by API.

      A tool tip should explain introspection failed multiple times.  Provide a button or option to re-try for any failed introspection and reset the counter.

      In addition we should support re-introspection for any repos in case the user manually pushed new rpms to it.   We should place some limit on it, once every 5 minutes.  The limit in stage should be non-existant, likely controlled by some environment variable that differs among the environments.
