Goal: 

• Create an account via Ethel (new organization) with a set of features
• Verify that account only has access to the expected features when listing RH repos via API and UI
• Create account backups and documentation for manual stage reset, add to SOP documentation in app-interface, if account backups are not available, document how to re-create the accounts.
• All repos an account has access to can be used in a content template
• Repos an account doesn't have access to cannot be used in a content template

Acceptance Criteria:

• Integration test exists and passes
