Goal: 

• currently the add_uploads api takes a list of artifact_hrefs, but if it took a list of sha256 sums as well, we could easily add rpms that were already uploaded.

Acceptance Criteria:

• if sha256 sums are added, fetch the artifact hrefs
• check if those have already been converted to a content unit (this is already being done)
• add these content units to the repo
