      Goal: 

      • Use the api from https://issues.redhat.com/browse/HMS-5037  to send a list of checksums and get a list of existing artifact_hrefs
      • The UI could then count those as 'already uploaded' and simply pass that href along to the

      Acceptance Criteria:

      • Upload some files
      • close the upload dialog
      • Upload them again and see them not actually be fully uploaded
