Goal: 

• Add a new package_names parameter to the (/rpms/names) searchRpmByName endpoint  "exact_names" or something similar
• This parameter will be an optional filter that will match on names exactly (not searching name).
• The old search functionality should remain.
• Confirm with Image builder stakeholders on functionality.

Acceptance Criteria:

• The new parameter works as intended for Image builder's usage.
