Goal: 

• Quirk: if you reboot after `ipa-client-uninstall` the ipa-hcc-client machinery will enroll it again.
• Document this quirk in the ipa-hcc repo.
• After team discussion, we decided we don't need to mention this quirk in the official product docs, because we think that customers are unlikely to be affected by it in practice.
