Step 1:

• Create a new Unleash flag for this feature, image-builder.users.enabled
• It should be enabled in stage-preview
• It should be disabled in stage-stable, prod-preview, and prod-stable

• Add a new “users” step to the Wizard. It should appear in-between the “Additional packages” and “First boot script configuration” steps
• The step should render:
• The heading: “Users”
• The subheading text: “Add a user.”
• The empty state as shown in the sketch. For now, clicking “Add user” should not do anything.
