Goal: 

• Be able to create a user that can only upload content

Acceptance Criteria:

• Within the rbac-config repo for stage:
  • Create a new permission for repository uploads
  • Add the new perimssion to the repositories administrator role
  • Add a new role "repositories uploader" which can view and upload content
    • should be true for 'admin_default', false for 'platform_default'
• once that permission is added to stage, within our repo:
  • Update any existing apis we have to use this new permission
