Blueprints are not available for edge/Immutable type images yet, but "Create blueprint" is still available as a global action. 

Use Cases (User Experience & Workflow)

There is no type designation at the beginning of the Image Builder wizard, so by first selecting Immutable and then "Create blueprint" the user may believe they are creating an Immutable type blueprint.
