Acceptance Criteria:

• support adding, removing, and listing systems in a template.
• This will use apis provided by the patch application
• The template apis can be used here: https://console.stage.redhat.com/docs/api/patch/v3
• ignore remediate button for now
• Add systems should be a button, not a bulk action
• filter on systems modal:
  • status  fresh/stale  (see if stale warning is needed from inventory, justin will inquire about this)
  • name
  • patch status (Justin will inquire about this)
• Modify create modal's create button to be a drop down button, with the default behavior to 'create and add systems' which would take them to the details add systems,  the drop down would have a 2nd option to just create.
• On systems add modal, empty list should link to documentation about  registering systems (justin will find link)
