Goal:

• Add a new endpoint to image-builder, `/experimental/recommendations`, that can be used to obtain a list of recommended additional packages
• The recommendation model is exposed via a REST API
  • The image builder org ids have been authorized and image-builder should be able to make requests to this end point successfully.
