Goal: 

• Inform users about what is Blueprint and how to use them
• Explain how Blueprints are changing image builder

Acceptance Criteria:

• Banner was designed with UX to look nice
• Banner is informational (get 3rd person ack on it - maybe PM?)
• Quickstart quide user to create a new Blueprint and get an image build
• User understands that this is not more complex then before, but rather easier
